I'm sure I've seen this before somewhere, but cannot remember where. 
This error message is generated within the xemac driver 
(drivers/net/xilinx_emac/adapter.c).

check your tftp server config - can you get/put files locally on the server?

Also into which directory on microblaze are you pulling the file?  It 
needs to be writeable (/usr/.. or /var).
