Ryan, I just saw an example project for the V4 that did something like this.
It would let you change the parameters of your DCM on the fly. Something
similar to what you want to do without the extra HW. The last page of the
attached PDF talks about it. If sounds like something you want, I can
forward you the project files. It is for the V4 eval board though...

I have an application where I want to change the core clock speed of
the microblaze on the fly.  I haven't tried anything yet, but I'm
thinking about installing a little programmable clock divider that
sits between the clock pad on the FPGA and the input to the sys_clk
signal in microblaze.  Has anyone done anything like this, and is it
as monsterously hard as I think it's going to be?
