well, sort of.  You can compile on Windows with Cygwin, but if you
don't have much experience with it, avoid using it.

if you don't care much about money, VMWare is a way to go.  you can
run linux env. on Windows without much hassle.

or you can have coLinux to run linux env. on Windows. learn little bit
about coLinux on http://www.colinux.org/.

We have a few files on our download dir, too.
