There was some discussion about this just recently - see the list archive:

Basically, you have to work in some kind of linux environment, whether
it's a dedicated linux box, vmware, colinux, or even Cygwin. I know
that there are people who successfully develop uClinux under Cygwin on
other platforms, but I gave up on it a long time ago, it just wasn't
worth the trouble for me. However, vmware and colinux do seem to be
effective platforms if you want to keep a toe in the Windows sea!
I'm starting to think I should look at running windows under VMWare
within Linux - my Windows laptop is essentially an expensive xterm, and
MS Office host. All my hardware and SW development happens under linux
these days.
Regards,
John
