There is no relationship between FSL and MicroBlaze Debug Interface. The 
FSL based method was incorporated to increase the download speeds on 
MicroBlaze and the debugger XMD understands this System connection.

opb_mdm acts like a debug "hub", which can connect to multiple 
microblaze processors (currently limited to 8).. If you have a single 
processor in your design, it is not required to explicitly connect the 
debug signals (its OK if you specify in MHS).. The connection is 
implicitly done, due to "Signal Name" association.. If you have multiple 
processors then you should specify the debug signal explicitly.

opb_mdm has FSL interface and this is used for fast download. It has 
nothing to do with debug interface...
