This is a problem. It may not be *the* problem, but it's definitely *a*
problem. Until you meet timing, there are no guarantees that anything
else will work.
I'd recommend scaling the clock back to 66mhz, you'll need to use DCMs
for that - not sure if BSB can do that magically for you, of if you'll
have to do it yourself. Alternatively, get the PAR tools to try a bit
harder.
