Insight changed the JTAG chain from rev 1 to rev 3 of that board.  In 
rev 1, the CPLD on the P160 module is in the chain, however that is not 
the case for rev 3.  So, you need to tweak the download.cmd file so that 
only the XCF04 config rom, and XC2V1000 FPGA are in the chain.  If you 
use the impact GUI to configure then this doesn't matter, it's only for 
downloading via the cmdline.
