Sorry. I got it.

I was clobbering r11. This works;

// BIP=0 IE=0

 swi r11, r0, R11_SAVE
 mfs r11, rmsr
 ori r11, r11, 0xa
 mts r11, rmsr //  BIP=1 IE=1
 nop;
 lwi r11, r0, R11_SAVE
 rtbd r14, 0;
 nop;
