Yes, the toolchain is included.

Do "make menuconfig" from the petalinux-dist directory, choose
"Kernel/Library/Defaults Selection", then the first item on the next
menu is "Kernel Version" - press return and you can choose between the
2.4 and 2.6 kernels to build.
3. The documentation in petalogix website, in particular the tutorial
"PetaLinux Platform From Scratch" is updated for the last distribution??
Yes, it should be accurate. Do let us know if you find any problems.
