EDK9.1 or 9.2 with full service packs (plus MicroBlaze "tactical patch")
and corresponding ISE versions should be fine.

Performance vs area is a config option on MicroBlaze, but is present
across all recent tool vers.  P&R performance may differ slightly
between tools, but not to any great extent that I've noticed.
