Your patch of petalinux BSP tools works fine for me.
Tests have been performed with petalinux-v0.40-rc3 on WinXP_SP3 with Ubuntu
7.1 running in VMware Player 2.0.on 3sd1800a kit for:
XPS 10.1.03; MB7.10.d; MPMC4.03.a; PLB_v46 1.03.a; xps_ethernetlite 2.00b
Identical BSP works OK for a single processor design build in 11.1:
XPS 11.1; MB7.20.a; MPMC5.00.a; PLB_v46 1.04.a; xps_ethernetlite 2.01a
The patch worked without problems with petalinux-v0.40-rc3 in other two
larger designs on 3sd1800a kit for both, 10.1.03 as well 11.1.:
+ VGA display (1024x768 60Hz 16 bit-per-pixel)
+ FSL based HW accelerators

For those ready to start using 11.1, attached is a patch that applies
to the petalinux BSP tools, which works around the TCL bugs / API
changes introduced in 11.1. Apply at patchlevel -p0 from the top of
your petalinux tree.
I've build-tested kernels+u-boot for HW projects under EDK10.1 and
11.1, and it all looks fine at this end.
So, 11.1 adopters please try it out, and anyone using 10.1 please also
give it a try, make sure it doesn't break anything for you. Same goes
for 9.1 users.
Once I get some feedback I'll apply it to SVN.
