[microblaze-uclinux] Corrections for download url link and website

The latest release of PetaLinux is v0.40-rc4. In the email send by
Petalogix containing the download url points to
'petalinux-v0.40-rc3.tar.gz' instead of 'petalinux-v0.40-rc4.tar.gz'.

And the website[1] says 'PetaLinux v0.40-rc1 released'. I think it
should probably read 'PetaLinux v0.40-rc4 released'.
