Yes, that's the right sequence.

I just tried it here and it worked fine, so there would seem to be
something with your local settings.  Are you using exactly the simple
templat eproduced by petalinux-new-moduloe?  Or have you made some
changes to it?

A quick look at your configs look OK, but you might like to do a diff
between the following files, make sure you haven't changed anything
critical. OF course there will be some differences because you have a
custom platform, but you can filter them out.

kernel config:
petalinux-dist/linux-2.6.x/.config vs
vendors/Xilinx/Xilinx-S3DSP1800A-Rev1-edk101/config.linux-2.6.x

userland config (esp. busybox, insmod etc)
petalinux-dist/config/.config vs
vendors/Xilinx/Xilinx-S3DSP1800A-Rev1-edk101/config.vendor
