I use EDK 10.2 and for u-boot debug you can use mb-gcc which is in EDK for standalone programs.
I expect that you can use toolchain from EDK 11 too.

I use Xilinx-ML505-ll_temac-sgdma-MMU-FDT-edk101 design

I have a little bit problem with your edk 11 tools to test them but pack and send me
your download or system.bit, xmp mhs, mss file and pack microblaze_0 folder.
I take a look at it.
