The main reason for the TBUFs are, to provide points where the
*software* can connect to lines. These points have to be fixed within a
module, therefore all types of a module are attach to the same line.
Against the background of part-reconf, you can't control the tristate
behaviour of the TBUFs really. Since the TBUF's tristate control line is
routed through the reconfigurable module, but during reconfiguration the
route may be broken. This results in trashy signals on the tristate
enable input, switching the TBUF "randomly" between active and inactive.
