[partial-reconfig] Hardware interface for partial reconfig

I am designing a DSP board with a couple of FPGAs, one of which is a 
Spartan 3.  I want to be able to support modular design and configuration 
from partial bitstreams if this is ever supported for the Spartan 3.  Is 
there anything special that is required in the hardware interface to the 
MCU that is controlling the download.  When I read the documentation they 
make it sound like this is much more complex than a standard download.

Am I just confusing myself?  I planned to use the slave parallel mode.  To 
support partial bitstreams it appears to me that I need to support reads as 
well as writes.  Is that correct?
