I don't think there are any particular constraints that must be provided 
for the ICAP, although the XST library guide should be able to confirm that.

If you have the EDK, there is a verilog example in 
edk6.3/hw/ilinxProcessorLib/pcores/opb_hwicap_v1_00_a - it's an OPB bus 
interface to ICAP.
