[partial-reconfig] ISE_7_1_01_Not_Reading_XAPP290_Bus_macros

I am working on partial dynamic reconfiguration of VirtexE FPGAs.  I have
recently upgraded software to ISE 7.1i.  I am having the following
problem:

- The bus macros supplied by the XAPP290 example do not appear to be read
by the new tools correctly.

a.) FPGA Editor will not open bm_4b_ve.nmc bus macro

b.) During the map stage of a module I get the following error message:

FATAL_ERROR:Pack:pkibatranslate.c:1893:1.74.6.13 - Unexpected failure
during hard macro processing.  Xdm_Exception::DuplicateObjectFound
object='bm_4be' (XDM_DESIGN), parent='rad_liquid' (XDM_DESIGN_MGR) \n
Process will terminate.

I have installed service pack 1 for ISE 7.1, also when I run a tool such
as xdl -ncd2xdl the tool gives a message that it is converting the 6.x
version of the bus macro to an updated version.

Any assistance in tracking down the cause of this behavior would be much
appreciated.
