I know two cheap ones.
Jens Thorvinger used a development board from memec, which cost 595USD. That
board has an xc2v1000, which is of medium size. He has succeeded PR on it,
so it is recommendable.
I'm using a cheaper one from avnet with the same FPGA. The board is called
virtex-II evaluation board, which cost only 270 USD, or 400 usd depending on
the dealer. It works fine and it's cheap. There are three sockets to let you
to access the FPGA pins, but you need to make your own interface card.

I use the Xilinx Multimedia board with Virtex-II XC2V2000-FF896. Umar, I
wouldn't recommend it for your application because you don't need a lot of
the multimedia interfaces that come with it.
Jcastillo, do you mind elaborating on what you mean about the pin
arrangements and how it would effect the partial reconfiguration?? Thank
you.
