[partial-reconfig] ISE6.3 can generate Partial Bitstream, but ISE7.1 can't

Hello friends,

I've heard that ISE6.3 crashes in Final Assembly PAR phase with DDR
design, and I've also experienced the same problem, it gave me "This
application has requested the Runtime to terminate it in an unusual way.
..." error, and Xilinx said the problem is fixed in 7.1 SP2.

I ran the flow in ISE6.3 and the Partial bitstream for the reconfigurable
module can be produced. However, the same flow in ISE7.1 doesn't produce
Partial Bitstreams, full bitstream is always generated for each modules.

Does anyone have similar problem? Is it because ISE7.1 uses different
syntax in the UCF for DPR that I wasn't aware of?
