[partial-reconfig] Active Reconfiguration

I really need some help.  I solved my previous routing problem adding some 
addtitional bus macros and loc them in place to help route the signals but 
now I have a new problem.

I have generated partial bitmaps of my design.  I have created full bitmaps 
of each configuration to verify that they work and they do.  But when I use 
the partial bitmaps to actively reconfigure from one configuration to 
another, the system does not function properly even though it did when I 
used the full bit map of the same configuration.  Please help.  I am not 
really sure where to start looking for the problem.
