[partial-reconfig] Tristates

Has anyone tried using tristate inout pins for I/O.  I am working on a 
module that does and I am having some trouble.  In order to place the 
tristates in the modules it says I have place dummy tbufs in the context of 
the module attached to the OBUF of the pins.  What is a dummy tbuf?  Also, 
is it better to place the tristate logic inside or outside the 
reconfigurable module?
