Wow. thank you very much for the compliments...
Well, about your concern, I don't know what the "theory" says. This is
my own experience in building a reconfigurable system. As you say, the
design works fine. Hence, the 0th column should be taken into account
so that it fits with "theory"...
It seems quite coherent since Spartan-II is based on a Virtex
architecture. Well, Spartan-II is actually a low cost and small Virtex
with some capabilities that are not enabled (such as genuine active
reconfiguration)...
