[partial-reconfig] Yes Another PAR Error...

Another PAR error during Final Assembly... this one is apparently a
first of its kind... a Google of the word "sigpin" throws up nothing
even remotely close, and there's nothing on the Xilinx website apart
from one answer that says it is relevant only if it occured after PAR
and it has been fixed in ISE 4.1... I've gone for the webcase option,
but its going to take them an entire day to contact me...

In sheer desperation, I went back to the Active Module stage and
unrouted the nets, only for the errors to show up again...
