Hi,

Yes, VIRTEX-4 has ICAP (ICAP_VIRTEX4 macro).
If you refer DRP (Dynamic Reconfiguration Port, GT11's and DCM have it,
allowing access to their internal registers on the fly.
(Initial register contents came from the configuration stream, but later
on you may need to modify, or monitor them - that's for DRP is)
