[partial-reconfig] ICAP in Virtex-4

I'm trying to use the Virtex-4 ICAP component in 32-bit mode to 
read the Device ID of my FPGA. It's not working. A picture of the 
chipscope output can be seen here:

Can anyone tell me what I am doing wrong?
