Guillaume,
It looks like the FAQ was taken from a comp.arch.fpga post I did many
months ago, so it's a little out of date.
There are a couple of answers I'd like to change:
Q: Why don't you release the software with ISE?
A: The plan is to release it with ISE in version 11.1. For now, we have
a team assigned to fix bugs in the early access code as soon as they are
found.
Q: Should I feel comfortable adding partial reconfig to my current
application?
A: You should recognize that the partial reconfig software is still
early access. Contact your local FAE to determine if it is appropriate
for your design.
The following Q/A should be deleted:
Q: The software license fees are $3k - $5k. How can we use this for
reconfigurable computing?
A; I'm not sure where these prices came from. If you are creating a
reconfigurable computer, contact me and we can discuss an OEM deal for
much less money.
Eric Shiflet is the technical marketing engineer responsible for partial
reconfig, so I have copied him on this email.

Subject: Partial Reconfiguration
Misters,
Let me introduce myself : Guillaume FORTAINE, French Engineer in
Computer Science. Some people know me and some other don't. In all the
cases, it's an honour for me to send to you this mail. I am currently
doing researches about FPGAs engineering and more specifically Partial
Reconfiguration
I have just created a topic dedicated to partial reconfiguration for the
first Linux distro with Open Source FPGA support.

I look forward to your comments,
