Ely,
I can't give you a direct answer but some general debug hints.
Try the same design without PR just compile an FPGA with one of your PR
blocks but with the regular tools flow (put regular flip flops instead of
bus mucros).
Then check if the DCMs lock and the design is working as it should.
Only then start debugging your problem with the PR implemented.
This way will help you separate between regular design problems and debug
and the partial reconfiguration issues.

yes, I've placed them on top level and locked with floorpalnning, I
complete a implementation of design, but after downloading into device
the click doesn't work...
