In Virtex-4 configuration guide, it says "The encrypted bitstream must configure the entire device, because partial reconfiguration through the external configuration interfaces is not permitted for encrypted bitstreams." I just wonder what if partial reconfiguration is through internal configuration interface, for example, ICAP? In this situation, could encrypted bitstream be a partial one?
