But the signals that's between PRM and IO do not cross through the static part. Thus, is BM necessary?
All the IOBs are considered part of the static logic - they are instantiated at the top level. I guess if your reconfigurable area included the used IOBs at its edge, bus macros would be unnecessary, but I have never tried that.
