I changed PRM's area, and placed bus macros between PRM and IOBs. Then it's OK.

All the IOBs are considered part of the static logic - they are
instantiated at the top level. I guess if your reconfigurable area
included the used IOBs at its edge, bus macros would be unnecessary,
but I have never tried that.
