But to the best of my knowledge, it's not necessary to install EAPR if he just targets on V2pro.

The arcs.exclude file is generated by a previous step of the EAPR
tool flow that places and routes the static portion of your design.
Have a close look at the "Early Access Partial Reconfiguration User
Guide" (UG208, http://www.xilinx.com:80/support/prealounge/protected/
docs/ug208.pdf), page 30.
