That's true, but even with the EAPR tools installed, you only get a
'arcs.exclude missing' error if you run the tools on a partial design
(e.g. map/par on a NGD built with ngdbuild -modular module). So I
assume Hedi wants to actually build a partially reconfigurable design.
I'm using the EAPR tools on my static designs too without problems.

The arcs.exclude file is generated by a previous step of the EAPR
tool flow that places and routes the static portion of your design.
Have a close look at the "Early Access Partial Reconfiguration User
Guide" (UG208, http://www.xilinx.com:80/support/prealounge/protected/
docs/ug208.pdf), page 30.
