You should not use normal ISE tool.
Use the version provided for partial reconfiguration at:

When I tried to make a partial reconfiguration system on V4fx60 by using
the normal ISE tools(ISE8.1.03), I met such map error:
ERROR:MapHelpers:151 - Error while processing the area group range. Unable
to create a LOC object using the constraint
MULT18X18_X0Y0:MULT18X18_X0Y31,MULT18X18_X1Y0:MULT18X18_X1Y31,MULT18X18_X2Y0

contain syntax error or illegal site. Please modify the constraint.
It is also happend for the DSP, ILOGIC, PMCD... (it looks the LOC
constrints only can be put on the slices).
Does anyone has comment on that? Thank you in advance!
