[partial-reconfig] EAPR arcs.exclude file format

Hello -

I have been exploring the various elements of the Xilinx EA PR design 
flow, with an eye towards doing some work with bitstream relocation, etc.

I am wondering if anyone knows where to find any information on the 
format of the arcs.exclude file used in the Xilinx flow. I have spent a 
few minutes trying to puzzle it out, but haven't made much progress.
