[partial-reconfig] ICAP initialization problem

Hi,

I have problem with ICAP under Virtex4.
It works every second time.

I can load application and reprogram FPGA with usage of ICAP.
Applications which is running at the end resets ICAP and Flushes Fifos.

Next time when I run the same application on the board I can't use  
ICAP anymore.
The problem appears when I try to initialize ICAP.
CfgInitialize() -> GetConfigReg() -> StartReadBack() and here the  
device stays all the time busy.
It returns with error on the line 220 of hwicap_v2_00_a/src/ 
xhwicap_srp.c file.
It wait's till ICAP puts data into buffer but unfortunately hardware  
part never does it (there is no response).

Next time I run the same application everything is fine (it works  
every 2nd time).

Any suggestions?
