ICAP is essentially just the SelectMAP protocol, but driven internally
rather than externally.  SelectMAP is itself fairly simple.  The hard
part about what you are trying to do is not the mechanism of wiggling
the wires the right way, but actually generating the partial
bitstreams in the first place!

If you have access to Xilinx EDK, just look at the VHDL sources of the
xps_hwicap device, found in

/path/to/EDK/hw/XilinxProcessorIPLib/pcores/xps_hwicap_v1_00_a/hdl/vhdl/xps_hwicap.vhd
