[partial-reconfig] xupv2p ICAP stays busy

Hello,

I'm currently working with a virtex-II pro development system and need 
to access the ICAP of the board.

The system design uses a powerpc and a plb combined with a plb2obp 
bridge that connects the opb_hwicap version 1.10.a to it. When I run 
some simple example code to access the icap and read out the board's id 
code the ICAP returns in busy state.

I've already read on some posts, that the problem could be solved by 
switching version of the hw_icap to 1.00.b but my Xilinx platform only
provides the 1.10.a version.

Is there something I'm missing about initializing the ICAP or does
the opb_hwicap version 1.10.a not work with a xupv2p board?

I'm glad about every hint you can give
