Design Development and Publication of Digital Learning Content for Tertiary Education

Abstract:

A wide range of technology-based educational systems are now available, and millions of learners throughout the world are using technology enhanced educational resources both in traditional higher education institutions and in virtual/blended universities. The dynamic and interactive learning environment resulted from E-Learning platforms provide students with cost effective choices beyond those available in traditional classroom settings, and make them more active and independent learners.

A key factor for a successful implementation of an E-Learning system is the availability of “Learning Content”. Issues are to be considered in the design, development and publication of learning content encompass pedagogy and technology related matters. In the former, learning theories and learning models are to be covered, and in the latter issues related to technology infrastructure including a wide range of hardware, software and connectivity options as well as standards, bandwidth and access are to be sheltered.

In this seminar key factors affecting processes of design, development, publication and evaluation of learning content are highlighted. These include educational theories, learning models, approaches and practices in design and implementation of learning content for publication over public Internet, E-Learning platforms comprising new learning models and new and emerging software tools, standards, bandwidth and access technologies, evaluation criteria and requirements, man-machine interactions in technology enhanced learning environments and a wide range of practical issues. In the context of direct and indirect costs of learning content, identification and prioritization of relevant factors will result in the development of a model that is capable of offering minimized cost for design, development and publication of learning content. The proposed model is briefly discussed to conclude this presentation.

Biography:

Parviz Doulai is a senior lecturer in the Faculty of Informatics at the University of Wollongong. He has been working on applied educational technologies since early 1990's.
Parviz won the University of Wollongong VC's Award for Excellence in Teaching and received a Teaching Fellowship Award in 1997 and 1998 respectively. He has published over 40 papers in the area of the educational effectiveness and student acceptance of web-based learning resources as a supplement to lecture-based courses during the past decade. Parviz presented keynote talks in a number of local, regional and international conferences, was selected as an “IEEE Sponsored Speaker” for EPE (E=TeM2) Conference in Belgium, organized and chaired panel discussions on educational technologies, conducted a number of pre-conference workshop at international conferences such as IEEE conference in Multimedia in Education, and presented over 50 seminars and workshops in Australia and overseas on the topic of Internet/Web in support of higher education. His more recent undertakings include the design and implementation of educational and technology models of a virtual university that is currently operating in Iran with full accreditation of the Iranian Higher Education Ministry as well as the completion of a major project on policy and practice of developing digital learning content for tertiary education.
